LEAP Program

Waterline Repair Assistance for Columbus Residents

Mitchell Excavation LLC is an approved LEAP contractor. The City requires 3 bids — we'll come out, assess your line, and give you a free quote.

Program Overview

What Is the LEAP Program?

The City of Columbus LEAP program helps homeowners replace lead or aging water service lines. Columbus banned new lead and galvanized water service lines in December 1963 — so if your home was built before then, there's a good chance your line contains lead or galvanized material. Mitchell Excavation LLC is an approved LEAP contractor. The program requires homeowners to collect three bids from approved contractors — the City selects the lowest qualifying bid. We'll come out, assess your line, and provide a free written quote.

The Process

How It Works

01

Contact the City

Call Lead Safe Columbus at (614) 645-6725 or email [email protected] to confirm your eligibility and get into the program.

02

Get 3 Bids

The program requires you to collect bids from three approved LEAP contractors. Call Mitchell Excavation — we'll come out and give you a free written quote.

03

City Selects Lowest Bid

You submit all three bids to the City. The lowest qualifying bid wins the job — the City coordinates directly with the selected contractor.

04

Line Replacement

The approved contractor completes the full water service line replacement. If Mitchell wins the bid, our licensed crew handles everything with minimal disruption to your yard.

05

Inspection & Restoration

All work is inspected and permitted. The yard and landscaping are restored after the job is complete.
